Fulton was football captain in 1916 and basketball captain in 1917. In the 1917 Hawkeve Conference meet he won first in shot put and discus, while taking second in javelin and the broad jump. He served on the National War Work Council during the World War I and was in charge of YMCA athletic activities for Iowa Colleges at Lake Geneva, Wis. Fulton also helped establish the boundaries of Buena Vista's football field, then known as Bradford Field.

Following his collegiate career, Fulton coached at Hartley and Storm Lake, and was superintendent of schools at Guthrie Center.
